Hi all.
Need your opinion.
Is 80 rubies a worthy investment? Creedy I am, I know.
Or better Broken Promises?
Lvl 53 is soo far

Health could be sharded, so I would say Souls. But it really depends on how soon you think you will reach the level 53. How many rubies have you (if it's not too indiscreet)? You also can save them to get the big fat gear at the level 55.

I think wave rider looks good on you and i find malachite ring lvl 53 better than broken promisses because of ms bonus. If you want to remain lvl 45 for sharding for some reason, perhaps getting new weapon from shop might be a way to go as well, though i'm aware it's much more expensive. Shell sould ranged weapon seems better than i see wand.

I have about 300 rubies - not too much.
I use Eye See Wand on Rift as - staffs allow refilling energy without being hit while kiting - it is the only staff with Discipline - Fury is handy as well for Earth Wave
I have Shell Soul, but still do not use it - my staff damage is about 100, even doubling that will not make a big difference vs mobs. From other side, +27 Disc gives about (wo/w Spirit Mastery) + 4/6 per hit for the Whirlwind + 37/50 for the Power Burst + 20/27 for the Healbomb + some boost on healing
From the shop... Buying Proverbial Wand seems to be a waste having in mind Amethyst Wand that may come for free. Not exactly the same for Chakrams/Havoc, but seeing Purified Tessen discourages.
So only rings look like a topic for discussion for 5 more levels; and, yes, 80 rubies may be a bit too much for +11 ARM, + 13 DMG... I don't know.

I agree on eye see wand being useful in rift. I guess other wands would be less useful for you then, though it's nice to have decent one for champs or rift as situational (i sometimes use gnarly oak in rift or vs champs). Not worth the rubies though.
I never found Havoc to be a good weapon, so my opinion on it is that it's not worth buying. And i agree on tessens > chakrams.
With 300 rubies you can hardly buy a set, and will hardly need one with gold ones available. And since the chance of getting leg. crate in rift is low, and you'd have sufficient rubies for 1 or 2 new items should they appear soon in some future update, i guess 80 rubies isn't too much to spend on something worthy. Leveling to 53 (malachite ring) might last a while.
